Since 2005, ATS Consulting’s staff has been assisting West Los Angeles College address neighboring communities concerns about noise from the Master Plan build-out of their facility. Tasks have included preparing the noise section of the EIR, analysis of specific noise sources, meetings with the community representatives, and continuous monitoring of construction noise.

Working closely with Turner Construction and the community, ATS currently has seven semi-permanent noise monitors installed near the boundaries of the WLAC campus. The purpose of the noise monitoring is to provide assurance to the communities south and west of the campus that noise from construction activities does not exceed thresholds specified in agreements between WLAC and the community.

ATS developed software to automate the data download and process the noise monitoring data and to upload the data to a web site that community members can access. Through this approach, the monitoring data is available in a timely manner to all concerned parties. In addition, ATS summarizes the data in monthly reports and posts the reports on a webpage for the public to view.

Other tasks performed by ATS include analysis of sound walls to minimize noise from construction activities and from trucks on a temporary haul road. Turner Construction is using loaded vinyl curtain for the sound walls. Measurements by ATS have shown the curtains to be very effective and the communities have been very pleased with the performance of the sound walls.
